Who is over the RAMP program Mississippi?

As a result of the COVID-19 epidemic, the RAMP-ERA Program will give financial assistance to qualified households that are unable to make timely payments of rent and utilities. The State of Mississippi received $186,696,633.80 for the Program, which is administered by Mississippi Home Corporation (“MHC”).

Funds from the program may be utilized to offer assistance to a renter household with a household income at or below 80 percent of the area median and with at least one or more of the following members:

Eligible for unemployment or has experienced a drop in household income, considerable costs, or financial hardship as a result of COVID-19; and demonstrates a risk of experiencing homelessness or housing instability.

RAMP-ERA REQUIRED DOCUMENTS

A full application includes responses to all questions and uploads of all relevant files. An incomplete application may result in processing delays and/or disqualification. All essential files must be uploaded simultaneously.

The following documents must be supplied for an application to be considered complete:

TENANTS

  • Valid, current identification (state driver’s license, state identity card, or passport).
  • Lease/rental agreement or other papers evidencing the agreement between the landlord and tenant, including the property address, rental amount, and rental dates, including any appropriate extensions.

In the absence of a lease agreement, the applicant may submit alternate documents for proof of residency and the amount of rent, as follows:

      • Alternate evidence of residence documentation:
        • Documentation of utility payments for the rental unit; or
        • Landlord-signed Landlord Documentation of Residence and Amount of Rental Obligation Form
      • Alternative proof of rent amount documentation:
        • Bank or credit card bills, check stubs, or other evidence demonstrating a trend of rent payment; or
        • Landlord-signed Landlord Documentation of Residence and Amount of Rental Obligation Form.
  • Supporting documentation for household income
    • Copy of letter of determination or benefits from TANF, WIC, SSI, SNAP, Medicaid, or Head Start; or
    • Copy of the 2020 IRS Form 1040 for the applicant’s household; or
    • Documentation of income over the last sixty days for each family member older than 18 years old.
      • Documentation acceptable may include any of the following:
        • Paystubs or other wage or salary paperwork;
        • Documentation of income from the operation of a business or profession, including direct payments for services or self-employment, including for those who are self-employed.
        • Bank statements;
        • Proof of eligibility for unemployment benefits;
        • Letter from the employer proving income;
        • Social Security, annuities, insurance plans, retirement accounts, pensions, disability or death benefits, and other comparable recurring receipts;
        • Documentation of advantages from governmental support;
        • Documentation of payments for child support, alimony, or foster care;
        • Income Certification Form (for household members with no source of income, unverifiable income, or cash income); or
        • Form for Self-Employment Income Certification.
  • Evidence of Potential Homelessness or Housing Instability
    • Notice past due, eviction notification, or other similar notice from the landlord;
    • Notice of delinquency or disconnection from the utility provider;
    • Confirmation of medical expenses prevents proof of rent or utility payments;
    • Evidence of dependency on credit cards or payday lenders to finance essentials for the home; or
    • Other factors as described on the applicant’s completed Risk of Homelessness or Housing Instability Form.
  • Documentation of monetary difficulty due to COVID-19
    • If a member of the applicant’s household has qualified for unemployment benefits, paperwork from the Mississippi Department of Employment Security or another applicable state unemployment agency is required.
    • If a member of the applicant’s household has experienced a drop in household income, incurred considerable costs, or faced severe financial hardship as a result of COVID-19, the applicant must sign a written statement attesting that one or more household members fit this requirement. This attestation is provided inside the application and requires the applicant’s electronic signature; no upload is necessary if financial hardship is the reason for the attestation.
  • Landlord Participation Form (along with the Landlord’s W9 Form and ACH Credit Authorization if the landlord agrees to participate but has not submitted an online application).
  • If requesting utility assistance, a copy of the tenant’s bill containing the service provider’s name, account number, and customer’s name.

IMPORTANT FOR LANDLORDS

  • Landlords are permitted to register as many tenants as they deem eligible. The Program will rank applications according to the requirements of the Act.
  • If the application is submitted during the tenant’s occupancy of the unit. If the landlord and/or tenant do not expect the renter to remain in the unit, the tenant should not submit an application for future rent.
  • No paper applications will be accepted as the Program application is electronic. If this is not a viable alternative, applicants should phone 1-888-725-0063 and ask to be connected with an Application Access Specialist, who will contact the applicant directly to give assistance.

Following the submission of an application by a landlord, the tenant will get an email with instructions on how to complete the application. In order for the request for help to be full and evaluated, the tenant must complete the tenant section of the application.

Information needed for Ramp-era application

In general, the following must always be provided by the applicant:

  1. Location of the rental unit
  2. Name, address, SSN, and tax identification number of the landlord and utility provider (if requesting utility assistance)
  3. Monthly sum due for rent
  4. Utility and residential energy expenditures due and the amount sought
  5. Amount of outstanding rental delinquencies (if any)
  6. Number of months for which rent and/or utility and home energy bills are requested
  7. Household income and the number of occupants
  8. The applicant’s gender, race, and ethnicity

Depending on the household’s particular circumstances, additional information may be requested.

After a thorough assessment of your application and related materials, you will be notified. Timing may vary based on your landlord’s and/or utility provider’s participation and the amount of applicants.

RAMP-APPEALS PROCESS

Applicants who seek to appeal an MHC decision must do so within ten (10) business days of the date of the letter of ineligibility.

Any written appeal must state the particular reasons for appeal and provide sufficient supporting documents linked to the original application’s facts that would lead MHC to make a different judgment in analyzing the original application.

Applicants may only appeal decisions based on eligibility conditions for the program. Appeals based on the amount awarded are only permissible if the applicant believes there was a review or calculation error, and the appeal is based on facts from the initial application.

The Programs Appeal Committee will consider all appeals filed within the stipulated time range. All MHC appeal judgments are final and not subject to further administrative review or judicial review.
