Census of Population and Housing Preparations for 2022

The Government of the United Republic of Tanzania aims to undertake a Census of Population and Housing by August 2022. The Ministry of Finance and Planning, through the National Bureau of Statistics (NBS) and in partnership with the Office of the Chief Statistician of Zanzibar (OCGS), is preparing for the Census. The Population and Housing Census is a national exercise undertaken every ten years, with the most recent census taking place in 2012. Thus, the 2022 Census will be the country’s sixth since 1964, when Tanganyika and Zanzibar merged to form Tanzania. Censuses occurred in 1967, 1978, 1988, 2002, and 2012, respectively.

Population and Housing Census Definition

The population and housing census is the process of collecting, analyzing, evaluating, publishing, and disseminating demographic, economic, and social data pertaining to all individuals and their dwellings in a country for a specified time period. In other words, the purpose of the census is to determine the total population of a nation by age and gender, place of residence and level of education, employment status, birth status, mortality rate, and housing status. These basic data can match the actual needs of citizens, including special groups with special needs, such as people with disabilities, women, children, youth, and the elderly, thereby facilitating the development of policies and development plans based on the environment and need. Importance of the 2022 Census of Population and Housing

The unique importance of the Population and Housing Census of 2022 includes the following: –

  • Assist the Government in acquiring fundamental information that will support the process of implementing the Vision for Development 2025, health and social reform, and monitoring international development agendas;
  • Information on the population assists district authorities in implementing development plans that reflect the needs of the people at the appropriate levels and in allocating resources equitably.
  • Basic information on the demographic, socioeconomic, and housing status of the population at all levels;
  • Allocation in the calculation of other indicators, including Individual GDP, GDP, Employment and Unemployment, and enrollment rate;
  • Information that will allow the government to identify, by distribution and other indicators, population growth, which is crucial for environmental management; and
  • The foundation of effective government and inclusive democracy. For the effective allocation of constituencies and the modification of administrative boundaries in local government, precise Census data are required.

Census Questionnaires

  • As with past censuses, there will be two main types of questionnaires for the 2022 census. There will be a long questionnaire that will be used to interview 30 percent of all census sites and a short questionnaire that will be used to interview 70 percent of all census sites.
  • Other questionnaires are: –
  • Institutional Questionnaire, which is for people who are traveling, staying in hotels or guesthouses, or are in the hospital; and
  • Homeless Homepage Questionnaire, which is for people who live in places like building councils, bridges, and other informal settlements.
  • Preparations for the 2020 Census of Population and Housing
    The population and housing census is implemented in three phases: the Pre-Census Period, the Census Period, and the Post-Census Period.

Period Prior to Counting Individuals

The pre-census stage consists of the development of the Census Management and Implementation Strategy Manual and other documentation, the delineation of census and map production areas, and the preparation of material (questionnaires and guidelines); Awareness, Experimental Census by August 29, 2021, one year in advance of the Census; Establish census committees; hold meetings with statistical stakeholders; make purchases; choose the type of technology to be utilized; hire investigators and supervisors; and distribute equipment; and prepare for the Census Assessment.

Census Period

The census is the most important and important part of this census.

Currently, the preparations for the census have reached the following stages:

Develop a strategy for the management and implementation of the 2022 Population and Housing Census;

Allocation of Areas in Four Dodoma Districts (Bahi, Chamwino, Kondoa, and Chemba) and One Singida Regional District (Singida Urban)

In the regions of Singida, Manyoni, and Ikungi, as well as Dodoma, Mpwapwa and Kongwa, the process of allocating census sites is currently underway.

 

Conducting one study tour in Kenya with UNFPA funding for those who have recently conducted a digital census and have learned how to implement modern technology to conduct successful censuses. This technology will help reduce the cost of conducting a census and shorten the time required to release the results.

 

Draft the Census Questionnaire and other essential documents, including instructional guidelines, guidelines for census clerks, guidelines for census supervisors, and guidelines for regional and district census coordinators.

The Office should be able to make better use of the limited resources it has to finish all of the preparation work on time. This includes: – The task of allocating census sites at the local and local level, which is the key to a good census.
